Administers and prepares the County Executive's Proposed Budget, including the development of a working understanding of all Departments, analyzing annual budget requests, formulating recommendations for management's consideration, and monitoring financial transactions for budget conformance. Provides department heads with necessary statistical data and assists in adjusting fiscal planning accordingly.
Presents the County Executive's proposed budget and attends budget hearings prior to budget adoption to receive and respond to inquiries from the legislative branch Assists in the development of administrative and budgetary policies and procedures; represents the Budget Officer in meetings with other departments and outside agencies; and works with department heads to identify and resolve budget issues.
Utilizes expertise in financial and budgetary areas to conduct analytical studies pertaining to the County's revenues and expenditures according to goals and objectives of the budget office. Level 3 - Points: Entry-level knowledge of the principles, concepts, practices, and methods of an administrative, managerial, technical, or professional specialty. This level of knowledge permits the employee to schedule and carry out the steps of a limited operation or project, or to complete stages of a multi-phase project.
Alternatively, knowledge at this level might also permit the employee to carry out recurring tasks and routine assignments requiring moderate experience in specific areas within higher education. Knowledge requirements may also include a limited amount of related work experience. Alternatively, equivalent knowledge requirements at this level include a non-technical or general Bachelor's degree requirement with a moderate level of additional related work experience or a non-specific Master's degree requirement with some related work experience.
Level 1 - 50 Points: Typically, little, if any, supervision of others is required. The nature of supervision is largely confined to assigning tasks to others and does not include a full range of supervisory responsibilities. The amount of time spent on directing the work of others is normally a small portion of total work time. These types of interactions require normal interpersonal skills. Level 2 - Points: The employee carries out a group of procedures using the general methods and desired results indicated by the supervisor.
Unforeseen situations are normally referred to others for resolution. Assignments are related in function and objective, but processes, procedures, or software varies from one assignment to another. Based on the assignment, the employee uses diverse, but conventional, methods, techniques, or approaches. Employees in jobs at this level may perform work that is moderately complex, but normally performed within a fairly narrow and specific functional area.
Level 2 - Points: Work involves services including collecting, processing, and disseminating information and providing advice to others. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. A minimum of seven years progressively responsible professional experience in accounting, finance, budget and administration is required.
Experience with financial or accounting systems for investment accounting is desirable. English and French are the working languages of the United Nations Secretariat. For this post, fluency in English is required. Knowledge of another UN official language is an advantage. Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
